Legislative Update
The House has passed H.R. 2550, which would restore collective bargaining agreements across the federal workforce. This is a big step forward—but not the final one. The next hurdle is the Senate, where we need to gain more Republican support.
Right now, only two Republican Senators are signed on. We ask you to contact your Republican Senators and explain how essential collective bargaining is—especially for law enforcement professionals. If we win the Senate, the bill heads to the President’s desk.

CPL Lawsuit
The legal team is actively preparing an injunction related to the agency’s recent actions. President Moore White is working directly with legal counsel and will provide updates as soon as the filing is complete.

Diversion Program Concerns
The agency has rolled out its new Diversion Program at several institutions, with others expected to follow after the new year. While this was originally developed to give second chances, there are concerns.
Warden discretion in choosing participants may lead to unfair implementation, and the program includes a two-year retention period for any agreement signed. Participation is optional—you can accept or decline if offered.

Roster Changes
Many institutions are reporting upcoming changes to rosters, bidding, and shifts starting in January. We have not heard anything here at Devens yet, but if anything changes, please notify us immediately.
Don’t forget to document anything unusual or concerning using Broad Stripes—especially roster changes, discipline, or after-hours union work.
